Will it be possible to program other Stellaris ARM chips with the Launchpad. This is possible with the the MSP430 Launchpad. It is does, then this board will really be great.

Yes, you probably can. See the separation line in the above picture? However I have no idea what the USB OTG port is doing in the middle of that line.
