Will I be tied to CCS for debugging or can I debug programs on the Stellaris LP via gdb?
Can I debug the stellaris launchpad via gcc/gdb?

You can compile your programs with arm-gcc, but debugging via openOCD .. I'm not sure, maybe TI should chime in. They are most probably going to include ICDI debug circuity at the debugger/programmer end.
